[ossig] archiving of ossig ML

In response to some requests, from now on, messages posted to 
ossig@mncc.com.my will be archived and they can be viewed using a web 
browser.  The URL is:

http://www.mncc.com.my/ossig/lists/general/current/

These messages will be transfered to separate subdirectories at the end of 
every month.
