[ossig] Directory of Open Source organisations

I wonder if there is a listing/directory of open source related
organizations and organizations that use open source software. What NGOs
are there to promote the use of OSS?

Recently there has been effort urging the Government to adopt open
source software. Where can I find out more about the Government's stand
on this issue?
