[ossig] hosting server

Hi-
What is the cheapest way/or ISP price to put up an
hosting server in your home in Malaysia. I choose
price over speed, and all I need to is to move my
hosting server back to Malaysia. I plan to used that
server to ftp, host my project, gateway to my home
local network, and etc, to boast my productivity here.

I check out the price of TMnet, it's around 5 hundred
something to get a fix IP address, and the speed seem
fine to me. But 5 hundred is over my budget, my budget
is around 2 hundred something per month. 
Any recommendation or suggestion? Or you know any ISP
or people I can talk to. I don't have much resources
in these area in Malaysia, any information given will
helpful.
