[ossig] MNCC server down from 31 Jan to 7 Feb

Hi, some of you may have been wondering why there has been no mail to the 
ML since last week.  This is because the MNCC server was unavailable from 
31 Jan till this morning, 7 Feb, due to power supply problems with the 
server PC.  The CNY holidays resulted in the week-long delay in getting 
hold of another PC to replace it.  Apologies to all.
