I think MAMPU should be more assertive as far as specs are concerned.
Maybe MAMPU is playing the "balancing act"? Not to upset the big boys?
To a large extent, the decision makers are not very clear on the
advantages of using oss. Besides it's very time consuming to review
literature to help you decide. I know there are several information
repositories sgringing up, but how many of those decision makers are
aware of them?
Very often I have to e-mail to those requesting for info a list of urls
for a specific topic to refer to.

taxpayer funds (re: govt

cojones to implement
