Can't you include a 'technical appendix' (even 'on request')
with some examples of possible open source or proprietary
software that may meet some or all of the requirements?
That way you're not telling them what to deliver, but when
potential vendors ask, you offer them some possibilities.

True, maybe 'my' country is uncivilised.
I am still waiting, though, for the lab equipment of my students,
because the deadlock cannot be solved: my specs cannot be met (nobody
knows how); while I am not permitted to slightly mention a possible
source in the documents that *can* meet the specs and deliver.
How's the law now, after all ?
