Re: [ossig] vendors encouraged to go open source



I love to sound optimistic but my perception of the whole tender process of various large organization and government are as such. TO be more clear about my borg joke.

Tender never starts from the point a specification is issued. It is usually started when some vendor go around with their labtop with some powerpoint presentation. Administrators/decision maker who usually oblivious of technological issue are convinced with the supposed superiority of the technology being presented and ask for the product. Some lies ( otherwise known as marketing mumbo-jumbo) is provided and inprint into the decision maker's mind. There are also a fair amount of lobbying going on as well. During the period of time before a tender is issued, the decision maker can expect freebies, lunch, karaoke blah blah, blah.

A tender with the specification is issued to a wide range of vendor, since the administrator's mind has been set, and there's little time to do other alternative presentation, the original vendor usually gets the tender. Or, some datuk/tengku/orang kuat umno/MCA/MIC with a company that do jacks of all trade will show up and claim they have the right connection to get the tender. The VIP will then have lunch with a certain number of people, and to make sure they get the tender.

My point is, unless, MNCC is going to go around buying lunch and Dr. Nah goes to karaoke with some of these people on friday night, I think the chances are quite slim.

To a large extent, the decision makers are not very clear on the
advantages of using oss. Besides it's very time consuming to review
literature to help you decide. I know there are several information
repositories sgringing up, but how many of those decision makers are
aware of them?

Very often I have to e-mail to those requesting for info a list of urls
for a specific topic to refer to.

taxpayer funds (re: govt


IT type projects) should be open sourced.


especially so if it's custom


developed software. anyone in government with the


cojones to implement

Are you kidding? The trend appears to be to charge
for everything. :)
