[ossig] CPAN official mirror for .MY (leafbug & ossig)

Hi,

Forgot to announce this, mirror.leafbug.org and ossig.mncc.com.my mirror
servers are now the official mirror servers for CPAN and was accepted by
the master maintainer. Making it the only official server for Malaysia at
the moment. I know there are many more CPAN mirrors in Malaysia but
un-official (private), I suggests that if you have the bandwidth it'd be
good if they're also registered internationally... but gotta convince the
master admin that your server will be running stable first.
