[ossig] Network monitoring?

I'm looking for  a good OSS SNMP network  monitoring package - something
like  Big  Brother  (http://www.bb4.com)  or  HP  OpenView  but  without
commercial restrictions (and of  course not bloated like OpenView).  I'm
not  looking for  benchmarking/baselining (MRTG)  but rather  a "control
panel" so the reboot monkey knows when to press the big red button.

Any reccommendations?

Also looking for suggestions on monkey training services...
