There have been a lot of opinions voiced on this one especially in the OSS
and security communities, not surprisingly, as Theo and the OpenBSD
project do have a colourful history. There are those who feel that he has
been used by the DoD to set an example to warn the rest of its projects
that they had better toe the line and just do their work and not get
involved in any anti-US expressions. On the other hand some feel that as
Theo seems to be biting the hand that is feeding it, that hand has a right
to withdraw itself from being bitten, notwithstanding the fact that the
hand is no ordinary commercial entreprise but rather a body that should be
answerable to the American people (note that the project and Theo are
Canadians and this may complicate the issue somewhat).
Whatever it is, IMHO to cut the funding right now suddenly just when
OpenBSD was just about to have its hackathon fest is uncalled for.
