No, it's simply inapplicable to Theo's situation - how can I write a law
in juristiction  A which  has effects in  jurisdiction B?  If  that were
possible, I  could just simply re-license  Windows XP under  the GPL and
sue MS for license violation.  Or vice-versa, for that matter...

And what's wrong with me kicking  you out of my house when you criticize
my cooking for  the Nth time after I've explicitly made  it known that I
wouldn't put up with it?
