I agree with you.  The physical infrastructure should be held by some
semi-government agency.  This will give equal advantage to all ISPs who
wants to introduce broadband.

OTOH, govenment can force Telekom Malaysia to just build and rent out the
infrastructure but don't participate as an ISP.

Just a thought!!!  I don't like monopoly.
