This is from the back of my mind so I might be wrong:
There has been a movement to make the Internet a public utility. This
means that local jurisdictions own the lines and rent it out to ISPs.
Voila! No more problem with monopolies and the money goes to the local
jurisdiction to improve the physical line service. Of course there are
downsides to this: for example, quality of line may differ from place to
place.
