one really nice tool i find that i'd use with redhat is apt-get for rpm.
its fun, and its as good as the debian installer in most cases.
apt-cache search hdparm should yield a result. then you just apt-get
install hdparm-X (where X is some version info).
give it a go.
(or autorpm is another tool that may help. these are all alternatives to
the regular up2date or RPM's own package management.)
