[ossig] TNB problem, who to complain to?

Guys, 

	I have this really annoying problem at my company's HQ where we have very 
frequent power failure.  We usually have like around 3-4 power failure each 
month for the last 1 year. Yesterday alone there were 3 separate power 
failure. 
	All these are taking tolls on my hardware and company's normal operation as a 
lot of task today are highly computerized and phone and faxes don't work 
without power. In the last 6 months, I had changed at least 6 UPS, one 
motherboard, two power supply, all cease working after power failure. 

	Is there a place where I can file a complaint to make this problem go away?
