I hate to say this, but some of these may have a wide ranging issues that 
sometimes are deemed "too sensitive" to discussed.  I used to have roomate 
who was lead developer in developing the original smartphone OS for two major 
telephone vendor. Pretty smart guy, but he choose not to return to Malaysia 
not because there was no IT industry around, but simple he married a person 
of another country and a wrong religion. It wasn't until recently, govt 
realized that this policy i s keeping local smart people from coming back. 
Well,  better late than never.

Another thing is, sometimes the "Malaysia Boleh" spirit goes a bit too far, to 
the point of frequent tea break being an inalienable right. 
   
You can have plenty of smart people with smart idea, but when decision maker 
decided to look the other way during decision making, well touch luck. I 
personally do not think we are that bad to the point of lack of talents, but 
local talents are quite frequently dismissed as marverick than appreciated.  

As someone in this list will attest, there's a general lack of research spirit 
in local higher education institution. Most people just want to graduate and 
move on. Few would love to develop and experiment on things.  The problem I 
think is our education system don't necessarily encourage people to think.  I 
don't mean people know don't think, it's just thank this spirit is not 
nurture from young.  The biggest problem is, we are in a system that don't 
encourage people to ask question, it is like a taboo. And when we do 
encourage people to ask question, we often only like to limit them to ask 
certain kind of questions.  I don't think that is possible.
