In short, yes.
I believe the way it works is that each machine is uniquely
identifiable to RHN servers (probably one of those files in
/usr/share/rhn?) when it is first registered with RHN.
From that point on, if you have bought the push technology
(I forgot what they call it), you can select a particular
security patch and allocate it to several machines.
Then the next time that rhnsd (should be running all the
time on a RH box) connects to RHN, it will notice
a new update 'waiting' and install it. So really, it's still
scheduled pull, but the administrator controls what machines
get the updates via the RHN web site. No need to know which
machines are on which IP addresses, or to have the root password
to each machine, since rhnsd is already running as root.
