With 100 users, you should have at least 1 (hopefully) competent
sysadmin. I assume then that the users don't have root access to their
system. In this case:
#5: Create scripts that download the necessary patches from RH->local
server. Set cron script on user machines to sync with local server's
patch files. After sync, run rpm -U * on the directory with all the
updated files.
Assuming none of the RPM updates foul up (I've had one which turned off
my MySQL server), then you're all done. No real need for RHN. RHN is
nice to have but any competent sysadmin can automate a Unix system to
require minimal intervention.
As a sysadmin, cron is your best friend :)
