I think it comes down to a few things:

1. laziness - it takes effort to install a new browser
2. no bandwidth - mozilla is pretty big and those of us on DSL tend to 
forget for every DSL user there are 1000 modem users or more
3. no clue - not many people know the problems with IE, many still 
think it is the best browser (probably remembering some past comparison 
with netscape)
