Well, some infrastructure is already in place.
There's already a locally written FAQ, at
http://www.my-opensource.org/oss-faq.html
which mentions that comments and contributions welcome.
There's also an open source wiki area in BM, which anybody can easily
edit themselves, provided they register first:

The MNCC page itself at http://www.mncc.com.my/ossig/ossig-main1.html
is also pretty active.
You could even create your own open source page quickly and
easily, see http://community.asiaosc.org
But currently, the best FAQ is to ask this list, or search
the archives (or my-opensource.org list).
Maybe something for the future would be to enhance the
my-opensource FAQ from questions to this list. A previous
list I was on (in UK) had a policy where anybody could write a FAQ
entry themself, like this

Q) How do I write a FAQ entry myself?
A) Just post an email to the MNCC mailing list inside HTML-style
FAQ tags. Periodically, the FAQ maintainer, (we need
a volunteer) will add new FAQ entries to the FAQ, which can
be accessed online at

</FAQ>
The maintainer maintained the FAQ page, and each FAQ was
linked back to the original email of the poster. You can see
the FAQ I mention in action, here:

It is now quiet, since few people use Sun Cobalt RAQs any more.
