You don't need to register with the ISP

If you do run your own DNS server, just setup a MX record accordingly, and
you'll get your mails.

phpBB is a bulleting board software on the php platform.

Sorry. May I know what is phpbb? I just cant guess what is it.  :p
And, the mail server, let say you know how to setup your mail server 
with your lovely WinXP with installing Exchange server (beware with 
those worms and viruses), then you need to register with ISP to add a 
entry in DNS to route the mail to your server.
