I think for a lot of large-scale IT deployments, it
just makes good sense short, medium and especially
long term. Not to mention national security issues. I
mean, it would really suck if we kept something like
the national treasury records in excel format and find
out that in 2010 it no longer opens in the latest
M$Office 2010.

Open formats are more important than open source per
se, but open source software (by virtue of its source
code being open) naturally use open formats (and
protocols).

So, you really solve a whole lot of problems simply by
