[ossig] Measuring / evaluating open source software



I have been doing some digging for methods to help organisations
measure the suitability of particular open source packages for their
needs. I came across this excellent PDF, it's an 'open source
maturity model' developed by Cap Gemini Ernst and Young.

It includes 12 factors ('indicators') to consider, (quantitative) as well as
recommendations how to score each indicator for a particular piece
of software you are considering.  It covers how to measure the
software itself, and (more briefly) how to measure the fit with
your organisational requirements.

I don't agree with all they say (e.g. they call proprietary software
commercial software, which is confusing see

Also their English usage is a bit strange, perhaps because the
authors are Dutch. 

But it's a good model, short enough (18 pages) to be readable
but long enough to form the basis of a formal evaluation process.
