Because saying 'you must release the complete source code...' doesn't state
when. What about apps for internal use only - GPL says "whoever has the
binary must be able to get the source if they want" (any disagreement
with this?)
Release could be read as 'release to the public, even if your software is
for internal use', so I think their statement is confusing. Maybe
deliberately so.
