there's a .pdf format of the Copyright Act 1987 to be downloaded.
the laws are very clear. but when it comes to implementation the people
there are totally confused about oss. they do not seem to understand
that oss is a form of copyright and licensed work. their understanding
that oss will dilute malaysia's stand on intellectual property. we need
the oss community to address this issue.
the whole point for malaysia to adopt oss is to move up from a p-economy
(where our economy is dependent on products / production) to the
k-economy (the knowledge economy where our intellectual assets have
greater importance). these people at mipc do not get this.
india certainly has got it. they have built a huge industry exporting
skilled knowledge through their IT contracting and outsourcing business.
they are less known for any IT product, but their industry is huge.
and oss promotes this form of skills building.
