Right to use the software is not the same as possession of the binary.
The GPL is pretty specific - it's the possession of the object
code/binary that triggers its share-alike clause, not usage of the
software.
That's why ISPs using GPL software don't have to give away source code
or their own modifications to them, even though the user may be using
GPL software.
