Try this

Yes, you can. Once you have your static IP properly configured.

You are supposed to setup the ZTE modem to use PPPoA instead of PPPoE.
Try setting it up to use PPPoA instead. Then your fixed IP address will
automatically be assigned.
You also need to configure the LAN IP address of the router to the
router's IP, which is your assigned static IP minus 1. Subnet mask is
255.255.255.252.
The end result is both WAN and LAN IP of the ZTE modem having the same
static address.
Then put the static IP on the PC having the static IP with the same
subnet. Set the gateway to the modem's static IP.
