I'm guessing it depends on the organisation. UM, with its (last I checked)
60Mbit fiber link(?) to Jaring's backbone *should* have some leverage.
Considering they cough up quite a bit of moolah on a yearly basis.
I'm sure the telcos have got "some" competent people around, albeit hidden
in dark crevices :)
