Yes it is MS sponsored.
Do be mindful that there are free open source apps
which run and developed on/for Windows too.
openoffice, apache webserver, and mysql, jst to name a
few platform independent application which runs on
windows. #develop and a number of C#/VB project are
opensource too. perl, python works on windows also.
although free open source application is available and
pose a very strong challenge to MS's OS, webserver,
dbms and programming tool. the real challenge i think
which is more significant is growth of the developer
population, the share of developer population on the
platform, their skills, and the things they can
develop. platform which has more of those will stand
out.

and yes, it is no fun to be platform independent guy,
one get bash around, normally. :(
