William, here it would be good to know a bit more precisely what is going
on.
The usual sequence ping localhost - ping local NIC - ping any NIC on LAN -
ping GW delivers what ?
Can the server be contacted from the LAN ? From the GW ?

Which means it must 'remember' something and toggle this something. This is
perfectly possible, but would indicate a Settings problem much more than a
hardware problem.
What if it works / doesn't work and you simply restart the network
(eventually including changes of settings) ? What if you move from DHCP to
Fixed IP without reboot ? Is the behaviour with always DHCP the same of each
second boot succeeds ?
Lots of questions, I know ...
