i dun think u need much.

jst a list of links to the best OSS technologies will
do. after all most of the OSS are independent. some
are better some are not so. selected and review the
best there is by volunteers, is a good way to promote,
usage, adoption and learning.

host it somewhere, by any interest group will do.

mailing list is not a perfect solution, and dependent
on the availability of the person and his will.

if got sponsor, lagi bagus lar. but can do without.
