i believe the key words here are local ict industry - that includes 
businesses doing 'value added' ict development and services. this 
element of 'value added' is a key point for putting forth oss as a 
legitimate industry. everytime the govt buys oss, it gets turned into 
investment into the ict industry.

alamak, this sounds typically of 'con'sultant speak. oh well, somebody 
may want to take it up higher. i will try to go and find the full text 
by the pm. i am still intrigued with what the pm actually told bill 
gates. i think there were ommissions / nuances that were not published 
in the press.
