forgot about our southern neighbour :) so is Jaring doing this, and if
not, why not? besides the dubious "unpatriotic" argument

Unless something has happened recently, most of the local ISPs are not
peering at eastgate, since TM considers eastgate its commercial IX and
its a pay to peer model. A gathering of these ISPs (without TM) at MCMC
about 2 years ago was to have attempted something. I was at that
meeting but did not see any outcome. Last time I bothered to check,
TMnet to Maxis traceroute went via STIX, and TM was intentionally
keeping the TMnet Jaring peering bandwidth below 100 Mbps despite it
hitting 100% almost the whole day.
