In my view, the main points that the WG came up with need to be known and 
discussed by the people interested in seeing this organisation take root.  
So in that vein, I would say if people are uncomfortable with it, then we 
need not disclose the document in its entirety, the points covered will 
probably suffice.

Ideally consensus will be good but in practice it may not be possible.  As 
a compromise, I would propose majority of a certain margin, i.e. not just 
a simple majority.  In this manner, really important but contentious 
issues will need a major proportion of the members' agreement.
