I have a potential customer who wants a Training Information System - 
project is in Budget Estimation Phase, expected completion, end 2004:

My company OpenSOS Sdn Bhd will be the systems integrator but not the 
primary contractor...the hardware vendor will do that
It will open source based (of course), the usual, mysql, php, apache, 
ssl etc on Mac OS X
if any code needs to be developed it will also be open source 
(licensing up to the developer)...
If you can convert an existing open source solution, so much the 
better, developed code will be contributed back to the project it came 
from

Developer will be paid on a time/materials basis
Fee negotiable - you name your fee and expected timeline and justify it 
with previous projects, CV, profiles, references etc
In particular I need to see development projects undertaken completed 
successfully and on time
Whatever you quote will be regarded as an estimate until meetings with 
the customer to nail down deliverables is concluded, then
you will need commit to your schedule - no additional payments will be 
made for project overruns
you may derive additional fees after project completion if the customer 
retains you to maintain the code, that will be between you and the 
customer

Database will hold information for people (trainers and trainees), 
course schedules, course info, prerequisites, internal/external, costs
people info will include the usual identity stuff plus courses 
attended/conducted/certificates attained
System will need to provide a course booking system for trainees to 
apply online
Reports on activity for management will also be required
approximately 3000-4000 people
web based interface, multiple layers of security/access levels
