which is important. there's many a slip 'twixt the cup and the lip,
which means that a misunderstanding what what is inherently open becomes
locked in to begin with.

i don't blame the vendors for attempting to do it, i usually criticize
the evaluators for *falling* for it. far too often, the evaluators do
not have enough skills themselves and end up believing whatever PDF
White Paper gets delivered to their mailbox as fact. yes, this is an
indication of a larger problem, but nevertheless it is this problem
which causes well-meant plans and policies to go astray.

which is good. what i think is needed though are "guidelines",
preferably published as a PDF or hardcopy and distributed to the
government agencies, which outline these thought processes and
implementations. this serves both as a guidance document as well as
education for those who're grappling with it.

if the implementors and evaluators do not have information which is
complete, they'll end up falling for the same old tricks all over again
and the situation does not change much.

well done. now, can we ditch the FreeBSD desktop and have a FreeBSD
server instead ? :)
