Item 1 is definately a laugh, since redistribution of the GPL software is encouraged. SO the authorities would need to be more educated on this matter AND create some mechanism to recognised the different licensings.
Item 2 is a difficult thing. What is original in GPL software? Its form can change from one hand to another. Is it really feasible to have "Label Tulen"? In practicallity I am finding it, as not one of our greater achievements to have the "Label Tulen" as its encouraging people to have products that are "Tak Tulen". Even the Ringgit, since the new RM10 came out I have no idea to differentiate real notes and nots. Some are having the silver strips some not, some are crisp and some rough while some are smooth. The security marks? yup right. Even shop owners are not confident on their knowledge of determining currency notes in Malaysia.
Looks like Item 3 is inline with the Gnu GPL. Oh! in this case anyone is an authorised distributer right? Great for those who do not have the required internet access to download large GPL based software. So, do go ahead and push Malaysia to be more IT savvy by distributing more GPL software to those who cant download. It reminded me when I purchased Redhat 6.0, really regretted it cause didnt see the need of support. Well, its now a Linux box in show case at the office.
