err, we're adopting the Usenet voting model, which means public votes to 
the public mosig list. for formality's sake, there's an official votetaker 
who'll make the announcement of the voting period, format of the votes and 
announce the final tally with secondary confirmation. this can come from 
anyone since the votes will be public to begin with.

however, this model presuposes that the mail server is stable during the 
voting period.
