It seems a good idea. Do you know that there is a
linux magazine published in India? It is called Linux
for You.(LFY) There is a mix of technical and
non-technical articles. It caters to both the newbies
and the semi advanced. 

it may serve as a model for our own linux or OSS
magazine.
