Based on my past experience organizing anything, the most important
thing before we begin anything is funding. We have to do things like
book a venue, pay for the publishing of materials such as proceedings
(even if it's just a CD-R), pay for food and drink, pay for our
keynote speakers to travel... and many things require an advance
payment. Once we get cash, semua boleh jalan...
