For FOSSCON, I believe MIMOS may be willing to fund some if not most of it 
since it is an event originally started by them and they are still very 
much interested in pushing the OSS agenda.  From what the people from 
MIMOS having been posting on this list, I gather that what they need is 
assistance in terms of human resources in terms of organisation and 
running of the event mainly.
