i think this is unlikely, unless there's also some economic impetus to make 
that switch. one way is to hire a .NET developer and /force/ him to pick up 
PHP/python/perl.

in the goal to create more developers, the thrust, imho, should be centred 
on the bosses on why an open source dev model should be employed, as per 
your assertion below:
