Depends on the bindings. If you come from a Java/C# background, then GTK 
via C will look thoroughly antiquated syntatically. The functionality is 
great, but I personally do not like using C for GUI work.

php-gtk was dormant for some time and was only re-awakened recently. I 
suggest not using it for production systems currently as it is not 
mature. If you do wish to use GTK, I suggest using GTK# via Mono.

Java with SWT libraries are pretty froody, if you ask me. Look at 
Eclipse and its Rich Client Platform (RCP) that can be used as a base 
for much of the common functionality you find in gui apps. As for the 
complexity, once you grok the n+1 level of abstractions in Java, it 
ain't so bad :) Funnily enough, I _like_ Java for gui work.
