PHP can be used in a variety of environments, on the CLI, for GUI work 
(I've heard of a project for PHP to be used in building windows GUI 
apps). But as it stands, it really shines in the web environment.

I personally am looking at using GTK# via Mono. As is pointed out here 
(http://www.advogato.org/person/lupus/diary.html?start=15), memory 
footprint compared to perl and python bindings is quite favourable.
