I would believe that Most if not all M'sian libraries, for lack of a
better word "Crap"

Been to the National Library a couple of times during College. Sucked.

Went to S'pore couple of months back, each(most) little district(?) has
their own library which has a good selection of books. When I was there,
I checked out LDAP and NAS from O'Reilly and Flipped through.

Over here, if you need to read, the only way is to either
1. google and get the free books, Bruce Perens series, Python (dive into
python, and Ditesh was right, it's not really a great book, kind of
messy from what it looks to me)

2. Buy. Average cost of books is like RM130 as stated. I spent close to
RM 500 just last year within 2-3 months to get 3 books or so.
