For some reason, I have often found that almost all IT books and most 
technical books in most library regardless of country are always a bit out of 
date. This is especially serious with IT books. 

Perhaps it has something to do with the bureaucratic nature of library. 

However, books that cannot be checked out from library is a little extreme.
