As you correctly point out, if the ministry in charge is indeed
interested in reducing piracy levels, then it would be to their interest
to inform companies infringing on copyright of alternative. That would
certainly fall within the jurisdiction of the ministry, and yes, I can't
see why they shouldn't be doing it.
