I know this might be a weird questions but actually I see this notice every where on the internet, news and even advertisements

So, what do they mean by copyright? Which are the things that are eligible for copyrighting? How can some one copyright his documents locally and internationally? And which organizations do?
And according to the political system of today if I copyrighted my work in a poor country can it be stolen easily by re-copyrighting it in a rich strong country?
