to be fair to them, they have a larger scope of responsibility than just 
adopting open source within government. as tan king ing mentions at the 
end, there needs to be a balance. while rms' exhortations to just do it may 
be a call for change, the implications of a revolutionary change would need 
to be managed lest it result in a catalysmic crash of the system within 
which it is implemented today.
