Actually, it has been out since 11:45 this morning.

If you want to grab your install files, you can get them from

http://metalab.uniten.edu.my/~uwe/resources/OpenBSD_38/

But only the install files (base system); this is no mirror; and there 
are no packages.
Sources for X, kernel, base and the ports collection are there.
